Update about the disciplinary proceeding of Karatedo Federation


The Sports Federation & Olympic Committee of Hong Kong, China (Federation) received submission of the final improvement plan from the Karatedo Federation of Hong Kong, China (KFHKCL) on 14 May 2018.  However, we noted that the improvement plan did not have any substantial difference from the draft version on 13 April 2018 and it fell short to pass the requirement of a Special Resolution in the Extraordinary General Meeting of KFHKCL on 12 May 2018.

Having carefully considered the improvement plan of KFHKCL, our Board of Officers maintains the view that KFHKCL is unable to ensure a fair and transparent system in the selection process and to protect the best interest of athletes. The Federation will therefore restore the Resolution No.1 from the General Meeting on 26 March 2018 and call a General Meeting on 8 June 2018 to consider the Resolution, i.e. Indefinite Suspension of the Membership of the KFHKCL until further decision of the General Meeting based on the recommendation of the Board.

Should KFHKCL’s membership be suspended after the General Meeting on 8 June 2018, the KFHKCL will cease its right to nominate athletes to participate in multi-sports Games.  To minimize the impact of athletes’ participation in Asian Games, an independent Provisional Selection Panel will be set up to handle the selection of Karatedo athletes to ensure that they will have a fair chance to participate in the 18th Asian Games.

Due to the time constraints, the Federation has requested the Olympic Council of Asia and the Indonesia Asian Games Organizing Committee for extending the deadline for the submission of the Karatedo nomination list to the end of June.  Subsequent to the announcement of the General Meeting, a notice to all Karatedo athletes in Hong Kong was issued informing all athletes interested to participate in the coming Asian Games to get prepared.  Once the Panel has been formally established, the nomination procedure will start at short notice.  The nomination list will then be submitted to the Federation’s Selection Committee of Hong Kong, China Delegation to the 18th Asian Games for final confirmation.

The Board of Officers anticipates that the above actions will ensure Hong Kong Karatedo athletes to participate in the Asian Games in a fair manner.  The actions also serve to allow sufficient time to facilitate KFHKCL’s improvement in its corporate governance, and to continue develop Karatedo sport with Olympic Spirit in nurturing potential athletes to strive for success in the international sporting arena.
