One-off approval exceptionally granted by OCA to 14 Hong Kong athletes to compete in Incheon 2014 Asian Games

In view of the complexity of the Hong Kong being a multi-racial community, numerous dialogue and correspondence have been exchanged between the Olympic Council of Asia (OCA) and the Sports Federation & Olympic Committee of Hong Kong, China (Federation) since 2 December 2013 on the Hong Kong athletes’ eligibility to compete in the Incheon 2014 Asian Games, with special reference to athletes without possession of the Hong Kong Special Administrative Region (HKSAR) valid passports. It was finally agreed that a meeting between the OCA and the Federation should be held on 10 May 2014 at Yangon before the Olympic Solidarity/OCA Regional Forum.

After the meeting, in further consultation with the Chairman of the Rules Committee, OCA had exceptionally granted one-off approval only to 14 Hong Kong athletes who had previously competed in the Guangzhou 2010 Asian Games to compete in the Incheon 2014 Asian Games subject to their performance and also the decision of the Selection Committee of the Federation. The list of these athletes is at the Appendix.

At the same time, OCA also decided that the Federation’s appeal for athletes of other categories, who are not in possession of the HKSAR valid passports, would not be accepted by OCA to represent Hong Kong to compete in the coming Incheon 2014 Asian Games.
